Race cars don’t have to be registered :)

Can the owner not get a replacement title from the DMV?

You can register a car obtained without a title, it’s just a PITA. Sauce: RamblinRover, who in fact once did exactly that.

NH won’t issue a title for cars past a certain age, and you don’t need a title to register a car there. I’m in MA.

I can’t even officially own a car without having the title, according to MA regulations.

Bonded title. It is how this works. Pretty much everywhere. Note I said obtained without, not that you can register without a title of *some kind*.

As a condition of issuing a Certificate of Title, the Registry may require the customer to file a bond in an amount equal to one and one half times the National Automobile Dealers Association clean trade-in value of the undocumented vehicle.

So suddenly this $4000 Volvo becomes something like $6000.

I’ve pretty much given up looking for cars in NH because you find a perfect one and then suddenly “title status: missing”

A bonding company will take care of that – you pay them some small percentage of the bond amount, and they’ll cover the rest.

I’m probably going to have to go this route when I’m importing my Triumph from New Zealand, which doesn’t title vehicles either. That’ll be fun.

You can! I did it with my MR2. Since nh is title exempt, I could apply for a new MA title with their current NH registration and the bill of sale.

Several remarks: 1, the $4k is not the NADA value of the car. The NADA trade-in value of the car is closer to $2000 (NADA avg. purchase is $2500), so 1.5x that is $3000. 2, as halkyardo mentions, posting a bond for $3000 does not require you to have $3000 - you have to pay a bonding company, many of which specialize in this, and they post the bond. In this case it would cost something like $150-$200, most likely. 3, that bond’s value does not affect any taxes or registration fees - instead, they’d use the purchase price or the NADA value. There might also be a records search fee where they charge you for the records search to make sure it’s not stolen.

Bottom line: your $4k Volvo might actually be a $4.2k and some paperwork Volvo. Not really that big a deal, just some extra hassle.
